Until 1967 the Association circumvented this problem by having these concerts performed under auspices of the Philadelphia Orchestra Pension Foundation, wherein the Orchestra members played without compensation and the proceeds went into their pension fund. The Association thus fulfilled a public obligation at no cost to itself.

Regardless of its proclaimed goals of artistic and social service, the alternatives of the Philadelphia Orchestra Association have been restricted by the economic realities of a system which leaves such organizations to fend for themselves. The long-held belief that cultural organizations in the United States are able to pursue their artistic and social goals free of interference or dictation is false. The truth is that the restrictions which our market economy places upon such organizations as the price of their survival are as real as the decrees promulgated by any authoritarian government.
